The Civilization 2 downloads section contains the great work produced by modders from all other the planet. If you are looking for a Roman conquest scenario or a Lord-of-the-Rings scenario, then you are right here.
Please be aware that there are two different versions of Civ2, and the scenarios and other files are not compatible. One version is Civilization II: Test Of Time (abbreviated ToT), and other, earlier Civ2 versions (e.g. the Multiplayer Gold Edition, MGE, or Fantastic Worlds). We have 2 separate sections in the download database for these 2 versions, please see:
The main differences between Civilization Revolution 1 and 2 can be seen in the visuals. In the sequel, environments are lush. Cities grow as objects within the world, rather than just icons. With over 850,000 copies sold, Sid Meier's Civilization® has made gaming history. Now there's a version even more challenging and exciting than the original! Introducing Sid Meier's Civilization® II. Make every critical social, sconomic and political decision as you build an empire to span history. DOSbox would perhaps be a nice choice for Civ1 but for 2, I don't think it's suitable, certainly not with win 3.1. A virtual machine with win 95 or 98 would be a better choice but I strongly suggest to check out the patches first, they could really work wonders. Civilization II, or Sid Meier's Civilization II, is a turn-based strategy game, the sequel to Sid Meier's Civilization. Brian Reynolds was the lead designer. If you don't have Civ2 Gold, you can convert your Civ2 version into Civ2 Gold by using Cedric's Patch for free! Civ2 Gold lets you play nearly all the scenarios in the collection.

Note: If you receive an error message such as 'Failed to load game: file is not a saved game', you most likely don't have the correct version; many scenarios required Fantastic Worlds or higher version to play. If version requirement is not specified by the author, then it is assumed that the scenario is compatible with the ‘Classic' Civ2 version.
